Can you reverse a sample in the tracker?

if so, I didn't see it in the effects list under f1, usually this is achieved by setting the offset to 100% and the sample direction to backwards in buzz.

Is the effects list in F1 complete?

reViSiT will start off with a similar effect list to Impulse Tracker 2 (upon which the interface is modelled), and then build from there. Rest assured, a reverse sample feature is earmarked for the not-too-distant future.

I imagine the F1 reference list is a little out-of-date, but not staggeringly so. The only notable exceptions are the commands that relate to playback control. The list was written before reViSiT had an Advanced Sync algorithm, so these weren't supported. Now, however, you have resolution changes (not speed - Axx), repeat loops (SBx), pattern breaks (Cxx) and order jumps (Bxx) - plus any I've forgotten. Check the IT2 documentation for more information - and the readme.txt will mention any additions.
